The City-Port Interface: A Resource for Diverse Development Projects

How can the port city interface be redesigned to improve the port-city connection?
By redesigning the road infrastructure linking the city and the port, the new interface can minimise the environmental footprint for port operations, enhance accessibility to port-city locations, and aid in port competitiveness overall. This restructuring can also lead to the creation of innovative areas, such as the waterfront residential district of Méan-Penhoët, where the port authority and municipality of Saint-Nazaire redeveloped the area next to the waterfront for the public to visit and live in.
This good practice also includes objective 6.2 (Integrating spaces and functions open to residents and visitors alike into port facilities, enhancing the visibility of the port and its activities) of the AIVP’s 2030 Agenda.
The City of Saint-Nazaire established a municipal commission to facilitate discussions on developing sites within the "Saint-Nazaire, a maritime and coastal ambition" initiative. Led by the mayor, the commission involves elected officials, citizens, associations, and institutions to identify challenges and opportunities. One significant project is the Méan-Penhoët urban park, occupying a central position among several locations near the shipyards. Spanning 2.5 hectares, the park will feature pathways, a wooded ridge, and a lookout point, serving as a gathering place for residents and hikers on the GR34 trail. Collaboratively designed with residents, the park aims to reconnect industrial-port activities with the Méan-Penhoët district while addressing flooding risks through an underground rainwater retention basin at the Pré-Gras car park.
