The City-Port Interface: A Resource for Diverse Development Projects
Incorporating measures designed to reduce port nuisances into building design.
How can negative externalities, such as noise pollution, be mitigated in areas surrounding the port?
It is important to seek innovative technological solutions to mitigate sound pollution, especially in the Port-City interface areas. Various technological solutions are available, such as insulation and other treatments for buildings, lights, port equipment, and coverings. These help to reduce disturbances and allow communication between heavy port activities and urban activities. Research and innovation in this field will be intensified to produce more effective solutions. In the Baltic Sea, a group of ports united to explore challenges and solutions regarding noise pollution.
This good practice also includes objectives 8.1 (Incorporating measures designed to reduce port nuisances into building design) and 9.1 (Allowing independent, transparent measurement of air quality, water quality, sound levels, and light pollution in the Port City territory) of the AIVP’s 2030 Agenda.
European regulations and the development of residential areas closer to ports have put the issue of noise pollution at the very top of the list of environmental priorities for Europe’s ports. A group of Baltic ports and three research institutes took up the challenge through the “Pentathlon – Ports of Stockholm, Helsinki, Tallinn, Turku and Naantali – together” (PENTA) project, which was completed in August 2013. The PENTA project started in 2011 to explore alternatives for the five Central Baltic ports (Stockholm, Helsinki, Tallinn, Turku, and Naantali) to collectively address and understand the challenges they face in the present and future. The project developed scenarios for cargo and passenger transportation flows between the five ports, identified ongoing and upcoming legislative measures and trends that could impact port procedures and regulatory frameworks and exchanged information on current port practices.
