How can citizens and civil society be included in managing the port city territory?
Various challenges can arise in large-scale development projects, many of which are difficult to predict or control. This can result in significant delays in delivering tangible results. However, one effective way to mitigate this issue is to ensure consistent and transparent communication with stakeholders and citizens throughout the project. By doing so, the project can remain dynamic and responsive, and any concerns about stagnation can be addressed and resolved conveniently. In Le Port, for instance, a neighbourhood redevelopment included participation in workshops and visual communication to engage residents.
This good practice also includes objective 6.5 (Organising temporary and permanent cultural events in port areas) of the AIVP’s 2030 Agenda.
The city of Le Port has an ambitious project to link up the old port with the city’s heart. A project named “Mail de l’Océan” has been launched to develop an urban boulevard running through the city in a straight line, allowing the different districts to converge on the port at Pointe des Galets to join the sea. In order to keep the local population engaged and informed, various communication initiatives were organised to provide updates and information. Between March 2002 and February 2005, residents, professionals, associations, traders, and others were invited to participate in the project’s development. They shared their thoughts and concerns in participatory workshops. This process helped ensure the project aligned with the community’s desires and addressed their concerns. Moreover, other communication strategies were centred on the principle of visibility. Over the years, campaigns were deployed. These have mainly taken the following forms:
