How can the right balance be struck between the spatial needs of the port and city while revalorising port heritage?
To cope with the growing demands of the shipping industry, ports worldwide are constantly looking for ways to optimise their available space. To address this issue, some ports have implemented the strategy of optimising current port usage by reallocating physical spaces to new port functions. Port redevelopment can even go further by combining the optimisation of uses, greater efficiency, and lower environmental impact. In Oakland, a former area used for military functions was redistributed for the Port and City, creating more space for logistic and industrial districts.
Until a few years ago, the Port of Oakland had 12 modestly sized container terminals designed initially to handle 1980s/90s traffic volumes. To improve the space at the beginning of the 2000s, the port decided to group them into four better-equipped container terminals with a larger capacity, three of which would handle international traffic. In 2017, Oakland took the opportunity to increase its productivity by reassigning rail or military sites to port functions. A 480-acre military base, commissioned in 1942 and closed in 1999, was reallocated, with the Port and the City each getting half of the site. To enable redevelopment, the City completed a public infrastructure project in 2019, installing new roads and utilities, including bike paths and Bay Trail connections. The port is the location of the new Seaport Logistics Complex.
