How can the right balance be struck between the spatial needs of the port and the city?
Regarding the interface between a port and a city, certain zoning requirements must be met to ensure safety, minimise noise and dust, manage traffic and deal with other aspects of port activities. These requirements often necessitate fast-building or temporary structures, which can be easily modified per future urban and port needs. Temporary uses are generally a transitional phase of a project and involve deploying “light” urban equipment, such as prefabricated or modular units that can be easily moved around. Modular structures can also be interesting for cruise terminals to adapt to future needs. Hence, Seville Port, where the cruise terminal was built in 15 days using old containers.
This good practice also includes objective 8.4 (Supporting the efforts of civil society to protect fauna and flora in the Port City territory) of the AIVP’s 2030 Agenda.
Seville has bet on complete flexibility for its new cruise terminal. With a growing number of arrivals in 2013, the Port of Seville needed a fast solution. The plan was to create a structure at Muelle Las Delicias that could be built in 15 days, the time between the cruises docking, but that also respected and blended with the nearby historical centre. The idea of the port authority was to reuse cargo containers, and Hombre de Piedra and Buró4 were responsible for the project. Constructed in two phases, the project proves how it can evolve. In 2013, some containers were placed. In the second phase of 2016, the second floor was placed, and the total area was expanded to 1,096 square meters. This phasing shows that the building can be reconfigured depending on how passenger traffic evolves, but it could also be moved elsewhere. Moreover, the building also works as a venue for social and cultural events to reinforce the relationship with the city.
