How to integrate climate change risks in port development projects?
Considering the debate surrounding the extent of rising water levels due to climate change, this growing risk can be taken into account at a very early stage of development projects, specifically in their urban planning and architectural aspects. Rather than just adapting existing facilities to cope with more significant environmental challenges, this resilience strategy offers the opportunity to create brand-new spaces, taking into account the increasingly extreme climate phenomenon. Likewise, in Hong Kong, the Victoria Dockside project uses techniques and materials to increase resilience.

The Victoria Dockside project was built on the former site of Holt’s Wharf, a warehouse at the Tsim Sha Tsui waterfront area. During the early 20th century, the site was used as a goods and logistics hub that helped to make Hong Kong one of the busiest ports in the world. In 2017, New World Development Company Limited started redeveloping the area and had the master plan designed by the architecture firm Kohn Pedersen Fox Associates (KPF) and the landscape firm Field Operations in collaboration with 100 designers and artists from around the globe. The project aimed to transform the site into an art and design district, building along the significant cultural installations already in place: the Hong Kong Cultural Centre, which opened on the waterfront in 1989, the Museum of Art (1991), and the Avenue of Stars, which has been one of the city’s most popular destinations since it opened in 2003.
