AIVP is a nongovernmental association governed by the French law of July 1, 1901. Its purpose is to foster exchanges among cities, ports, and their institutional and economic partners, and to promote the sustainable development of port cities and ports.
AIVP serves as an international think tank, a platform for exchanging information and building connections, and a resource center for city-port expertise.
AIVP members are legal entities that pay an annual membership fee. They are divided into three groups:
Each member has one vote at the General Assembly to approve the annual activity plans and budgets. Each member elects its representatives to the Board of Directors.

The Board of Directors consists of no more than 33 members, who are elected to a three-year term. The Board of Directors meets at least twice a year. It is partially renewed each year and reflects the geographic and professional diversity of the global network of port cities.
