How can citizens and civil society be brought closer to the port?
Citizens need to understand the role of ports in their cities, particularly in terms of the economy. However, many people lack sufficient knowledge and may even have negative attitudes towards ports. To address this, authorities can take steps such as participating in cultural and social events within the city or organising events that showcase port activities and are hosted in port-city areas. Having direct views of the working port or where port activities are preserved might benefit citizens’ knowledge. A way of implementing these activities is by creating a specialised group. In San Diego, the port has a unique programme dedicated to promoting waterfront events in the Bay Area.
The Port of San Diego has implemented a proactive policy on community relations, which aims to encourage dialogue between the Board of Port Commissioners and the public. This is achieved through specialist committees, awareness-raising events and by active involvement and support for events organised at the port, waterfront and in the Bay of San Diego. One of the key measures is the Tidelands Activation Program (TAP), an annual programme of support and funding for cultural, sports, and recreational events of all sizes. The main aim is to make the San Diego waterfront a cultural and arts destination for visitors and residents of the five towns and cities on the Bay. The Parks & Recreation Department was set up specially to oversee the programme, manage the schedule of cultural and arts activities, and direct policy on acquisitions of temporary or permanent artworks. The Department is advised by the Arts, Culture & Design Committee to create a bridge with the Board of Port Commissioners.
