How can Port-City consultation be initiated, maintained and capitalised on?
When the port and the city have different projects, a consultation body or forum may not be enough to address the issue. To ensure success for the ambitions, creating a joint structure can help achieve harmonious and sustainable development. This solution will provide guarantees and help the city and port work together better, creating framework agreements regarding the projects. Such a joint structure can be very useful in the development of a master plan for the port. In Almeria, four units got together to understand issues and prepare a Port-City Master plan.
The Port Authority of Almeria, City Council, Junta de Andalucia, and Bahía Almeriport Foundation agreed to create a Port-City master plan in 2017. The project aimed to open the port to the city while addressing the needs of the port's infrastructure and acknowledging its impact on the socioeconomic fabric. Following the ITT, in June 2018, the four committee members awarded the contract to Junquera Arquitectos, in association with the consultancy MC Valnera, to produce a master plan for the project.
