{"id":78393,"date":"2026-11-04T09:23:00","date_gmt":"2026-11-04T08:23:00","guid":{"rendered":"https:\/\/aivp.org\/?p=78393"},"modified":"2026-11-04T09:23:00","modified_gmt":"2026-11-04T08:23:00","slug":"olga-farman-elected-president-of-the-aivp","status":"publish","type":"post","link":"https:\/\/aivp.org\/en\/olga-farman-elected-president-of-the-aivp\/","title":{"rendered":"Olga Farman elected President of the AIVP"},"content":{"rendered":"<h2>The CEO of the Port of Qu\u00e9bec succeeds \u00c9douard Philippe as head of the global network of port cities<\/h2>\n<p>Meeting in Dunkirk for its 21st World Conference on Cities &amp; Ports, the members of the International Association Cities and Ports (AIVP) have elected Olga Farman, Chief Executive of the Port of Qu\u00e9bec, as their President. Previously Vice-President of the Association, she succeeds \u00c9douard Philippe, Mayor of Le Havre, who had chaired the AIVP since November 2021.<\/p>\n<p>For the first time in its history, the AIVP is chaired by a woman, and by a leader from North America. This election marks a new chapter for the network and builds on the momentum that began in January 2026 with the opening, in Qu\u00e9bec, of the AIVP\u2019s permanent office for North America \u2013 the Association\u2019s first presence on that continent.<\/p>\n<p>Olga Farman was elected by the AIVP Board of Directors on 3 November 2026 for a three-year term. She chairs the Association\u2019s Executive Committee, alongside:<\/p>\n<ul>\n<li>Johan Klaps, President of the board Port of Antwerp-Bruges, Vice Mayor for Port and Economy City of Antwerp, who has been appointed Vice-President of the AIVP;<\/li>\n<li>In\u00e9s Rey Garcia, Mayor of A Coru\u00f1a, appointed Secretary of the AIVP;<\/li>\n<li>Jean-Fr\u00e9d\u00e9ric Laurent, General Delegate of the Union des Ports de France, appointed Treasurer of AIVP.<\/li>\n<\/ul>\n<h3>A career combining law, governance and port management<\/h3>\n<p>A lawyer specialising in business law and governance, with a law degree and an MBA from Laval University, Olga Farman has spent most of her career at the international law firm Norton Rose Fulbright, where she headed the Quebec City office while serving on its pan-Canadian executive committee. The Quebec Bar awarded her the title of Lawyer Emeritus in 2021.<\/p>\n<p>Her involvement with the Port of Qu\u00e9bec began in 2020, when she joined the board of directors of the Qu\u00e9bec Port Authority, which she subsequently chaired. On 1 February 2025, she took over as Chief Executive of the Port, becoming the first woman to hold this position, and has since placed the dialogue with local residents at the heart of her work. Together with the City of Qu\u00e9bec, she is leading the City-Port Vision 2026\u20132035, a joint ten-year roadmap that aims to make Qu\u00e9bec a sustainable and innovative port and maritime hub.<\/p>\n<p>Priorities for the new presidency<\/p>\n<p>During her term of office, Olga Farman intends to:<\/p>\n<ul>\n<li>Work with the 100 port cities in the AIVP network to oversee the redesign of the AIVP\u2019s Agenda 2030, which translates the United Nations Sustainable Development Goals into ten commitments for port cities;<\/li>\n<li>Prepare City-Port ecosystems to navigate a world that has become unstable and volatile, through collective innovation and the sharing of knowledge;<\/li>\n<li>To use engagement with citizens as a catalyst for City-Port projects that are both anticipated and welcomed;<\/li>\n<li>Expand the network and strengthen its international visibility.<\/li>\n<\/ul>\n<p>\u201c<em>The Port of Qu\u00e9bec is convinced that it is both possible and necessary to combine economic performance, innovation and the population\u2019s quality of life. This lies at the heart of the City-Port Vision that we unveiled with the City of Qu\u00e9bec at the start of 2026, and it is these values that guide my involvement within the AIVP. I am taking on this new term of office with a desire to support the AIVP\u2019s international development and to strengthen its role as a hub for aggregating and disseminating knowledge, but also as a forum for discussion on best practice in city-port relations&#8221;,<\/em>\u00a0said Olga Farman, President of the AIVP.<\/p>\n<h3>\u00c9douard Philippe: five years at the helm of the network<\/h3>\n<p>Elected in November 2021 as successor to Philippe Matthis, and re-elected in 2024 at the World Conference in Lisbon, \u00c9douard Philippe served as President of the AIVP for five years. His term was marked by the World Conferences in Tangier (2022), Venice (2023), Lisbon (2024) and New York (2025); the dissemination of the AIVP\u2019s Agenda 2030 to members; and the opening of the AIVP\u2019s North American office in Quebec City.<\/p>\n<p>\u201c<em>\u00c9douard Philippe has given the AIVP considerable visibility and influence amongst public decision-makers and has carried the AIVP\u2019s voice across every continent. Olga Farman brings the perspective of a port practitioner, well-placed to enhance AIVP\u2019s international visibility, which will shine in Asia at the 2027 World Conference in Busan, and will continue to take deep root in Africa as members gather in Abidjan in 2028. \u201cThis transition builds on our existing work, with renewed ambition&#8221;,<\/em>\u00a0emphasises Bruno Delsalle, Director General of the AIVP.<\/p>\n<h3>Dunkirk, the venue for the handover<\/h3>\n<p>The election took place at the opening of the 21st Cities &amp; Ports World Conference, organised by AIVP from 3 to 6 November 2026 in Dunkirk, with the support of Dunkerque-Port and the Dunkirk Urban Community.
