Chris Canary, Vice President in the Ports, Waterfront and Transportation Department at the New York City Economic Development Corporation (NYCEDC), presented the Blue Highways programme. The session provided an opportunity to discuss New York’s approach and compare experiences with other port cities.

The Blue Highways programme aims to shift more freight from roads to waterways, easing pressure on congested streets and strengthening supply chain resilience. Its Action Plan builds on decades of efforts to move waste by barge, reduce truck trips, and streamline freight transport, offering an alternative to the limited road crossings over the Hudson River and connecting goods arriving west of the river with more than 11 million consumers to the east. Through this approach, it seeks to support maritime activity and economic development while answering residents’ concerns about traffic, quality of life, job opportunities, and housing.

The programme has several waterfront projects: a microfreight landing at Downtown Skyport in Lower Manhattan, a facility for aggregates and microfreight developed with the Fulton Fish Market at Hunts Point, and a further microfreight terminal planned in Sunset Park, Brooklyn. These will be complemented by the Hunts Point Marine Terminal, planned for 2030 on the former site of Vernon C. Bain jail barge. It would handle containerised freight, with a proposed electric tug-and-barge connection to Brooklyn Marine Terminal. Additionally, the programme seeks to preserve the working waterfront and support maritime jobs.

Exchanges with participants and their experiences highlighted many points. Notably:

Investment and financing: In New York, funding came mainly from public funds and small maritime operators or key actors/entrepreneurs interested in and working with waterborne logistics, willing to test services before they became profitable, as temporary subsidies offered limited incentives for big economic stakeholders. Additionally, the city usually finances the core infrastructure, creating the conditions for private operators and encouraging further investment while supporting the city’s wider mobility and economic goals.

Engaging key stakeholders: Chris highlighted the importance of the “true believers” for financing the projects, a small group of actors convinced of the vision of the department and with many resources and press coverage, also crucial to promote initiatives.

Governance issues: NYC/EDC’s becoming the port operator of Brooklyn Marine Terminal helped give momentum to Blue Highways, bringing it closer to residents and connecting these objectives with the city’s broader ambitions for the waterfront. In terms of cooperation across administrative boundaries (notably with New Jersey), as NYC/EDC’s investment mandate remains limited to New York City, collaboration with neighbouring authorities remains limited and decentralised.

The exchanges highlighted several shared priorities: securing waterfront access, building lasting partnerships with operators and finding business models suited to each type of freight. By bringing these experiences together, AIVP’s River Port Cities Working Group provided members with an opportunity to compare approaches to urban waterborne logistics.

For more information about the River Port Cities Working Group, please contact Noémi MENE (nmene@aivp.org)

On 14 October 2026, AIVP’s River Port Cities Working Group met online to explore how waterways can support urban freight transport.
