In May 2013, the Port of Los Angeles adopted an action plan for its heritage. The “Built Environment Historic, Architectural and Cultural Resource Policy”<\/a> aims to promote and define priorities for preserving and reusing the Port of Los Angeles’s historic, architectural, and cultural heritage. The idea was to maintain a Built Inventory, including information on the structure and whether it is already listed on a Register of Historic Resources. The Port proposed two years to survey its historical, cultural and architectural resources. Based on the findings, an action plan should be developed to identify priorities to preserve the heritage and promote its reuse wherever possible. The port authority intended to repeat the process every five years. The 2014 updated master plan<\/a> also incorporated a goal to protect historic structures. It affirms that the Port should periodically review areas with historic resources for additional port-related land uses to encourage their effective reuse. <\/span><\/p>\n

Despite not sharing the Built Inventory with the public, two recent projects demonstrate the use of the Policy. In 2018, the demolition of four former container terminals (Matson buildings) at the Port needed to include a Historical Resource Assessment. The Assessment was included in the appendices of an <\/span>Initial Study\/Negative Declaration (IS\/ND)<\/a> made by the Port to evaluate environmental impacts. The conclusion was that the buildings don’t hold significant or distinctive architectural style features and are unlikely to yield important historical information. Another example is the 2022 project to demolish the former Star-Kist Cannery facilities<\/a>, an old warehouse for canned food production. In 2008, the building was declared to have historic eligibility. However, on two revaluations in 2019 and 2021, architecture historians determined that the building did not contribute to any potential historic districts. The Los Angeles Conservancy agency contested <\/a>the conclusions, pointing to the <\/a>historical importance of the building<\/a>. Despite this disagreement, the Los Angeles Conservancy considers the Port a steward<\/a> of its history by investing in its heritage to attract tourism, business, and research.<\/span><\/p>\n
