The last such plan, from 1990, required a major update to reflect changes to the maritime industry, technological advances, and issues of climate change and energy resources, particularly to achieve a Green Port status. The update started in 2018 and considered the ten amendments made to the 1990 master plan that the California Coastal Commission has approved over time, current major projects, and the actions taken for the Green Port objective. The initial drafted goals were: &ldquo;Accommodate Forecasted Demand for Diverse Cargoes&rdquo;, &ldquo;Develop Modern Terminal Facilities with Efficient Operations&rdquo;, &ldquo;Integrate Green Port Policy and Land Use Planning&rdquo;, and &ldquo;Protect and Manage the Coast for the Benefit of All Port Users and Communities&rdquo;. The lines concerning public access to the waterfront were also revised by re-examining the strategy for developing recreational amenities and spaces. The Port believes it is vital for the community to be actively involved in drawing up the new master plan. <\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">Between 2018 and 2019, the Port conducted several workshops and public hearings to gather feedback on public reactions and needs. The first meeting took place in April 2018, where the planning process and draft PMP Update goals were presented, and workshop participants were asked to provide their feedback. At the beginning of 2018, four Focus meetings were organised by the Port, where discussion groups were formed, and over 40 community leaders and economic partners were brought together. Each session covered a different topic, including community, environment, tenants and users, and operators. A second public workshop was held in October to receive feedback on the draft planning goals. Finally, the Port organised a last Focus meeting to re-engage community leaders and industry partners. <\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">After that, the first draft was released in July 2019, and the draft Program Environmental Impact Report (PEIR) was released in August. The Report is required by the <a href=\"http:\/\/www.polb.com\/ceqa\">California Environmental Quality Act<\/a> to assess the potential environmental impacts of the measure proposed. The master plan is formed by the Harbor District, covering almost 2,700 acres of land and 4,500 acres of water, and is divided into ten planning districts which identify permissible land and water usage. At the beginning of 2022, an updated draft version was released. In 2023, however, the Port stated it could not create a satisfactory document to meet the objectives.
