The PENTA project started in 2011 to explore alternatives for the five Central Baltic ports (Stockholm, Helsinki, Tallinn, Turku, and Naantali) to collectively address and understand the challenges they face in the present and future. \u200bThe project developed scenarios for cargo and passenger transportation flows between the five ports, identified ongoing and upcoming legislative measures and trends that could impact port procedures and regulatory frameworks and exchanged information on current port practices.<\/p>\n<p dir=\"ltr\" style=\"text-align: justify;\">The group published a &ldquo;<a href=\"https:\/\/projects.centralbaltic.eu\/images\/files\/result_pdf\/PENTA_result4_noise.pdf\">Research Report: Noise as an Environmental Challenge for Ports<\/a>&rdquo; in 2013. In the report, they identified some challenges related to noise in ports. These challenges include the cost of implementing noise reduction measures, mixing functions such as residential buildings and port operations in the same areas that lead to conflicts of interest, and technical difficulties in measuring and monitoring noise levels.<\/p>\n<p dir=\"ltr\" style=\"text-align: justify;\">For the members of the Penta project, while there are technological tools available for measuring and reducing noise (noise barrier, quayside electricity, handling methods, ship machinery, port layout, access roads, etc.), more is needed. Their approach to noise management can be summed up in three key words: reduce, anticipate, and cooperate. This complex issue requires a proactive strategy relying heavily on cooperation between the port and urban authorities. In the Report, they state that collaboration among ports, local communities, environmental organisations, and other stakeholders can create efficient noise management plans. Moreover, this collaboration may include regular communication, public consultations, and joint efforts to tackle noise issues and identify solutions that benefit all parties involved.&nbsp;It also requires a procedure that ensures complaints are passed up the chain, coupled with a strong communication strategy aimed at raising awareness among partners and the population at large, of actions taken to reduce noise pollution and their results. In addition, ports have the opportunity to invest in research and development to reduce noise pollution. This can involve partnering with academic institutions, industry specialists, and technology suppliers to explore innovative methods for managing noise levels.
