Some 26 km of pipeline were laid to provide heating for 50,000 homes and a hospital. The project is part of a wider sustainable growth strategy adopted by the port of Rotterdam, which intends to bring together port and industrial requirements with the needs of the city.

The Netherlands is undergoing a significant energy transition that will impact everyone, especially in terms of home heating and cooking methods. This transition is driven by the need to combat global warming, caused by the emission of greenhouse gases like CO2. These emissions contribute to severe consequences such as extreme weather events, rising sea levels, and changes in biodiversity. To mitigate these effects, the Netherlands is striving for a climate-neutral energy system by 2050, with a 50% reduction in emissions compared to 1990 by 2030.

The country’s high energy consumption, compared to other European nations, is primarily due to its industrial sector, particularly the substantial refining and chemical cluster in the Rotterdam port area. Historically, the Netherlands has heavily relied on natural gas, given the presence of abundant gas fields underground. However, this reliance on natural gas is changing, with the government’s ambition to phase it out in residential areas and horticulture.

The Pernis Residual Heat Initiative was officially launched in Rotterdam’s Katendrecht neighbourhood. This initiative represents a collaborative effort between Shell, the Port of Rotterdam Authority, and Warmtebedrijf Rotterdam, with the goal of expediting the energy transition in the Netherlands. Approximately 16,000 households in Rotterdam will benefit from the switch from natural gas to residual heat, resulting in a substantial reduction of 35,000 tonnes of CO2 emissions annually. This partnership underscores the importance of optimizing energy utilization from existing sources to meet the increasing global energy demand while simultaneously curbing CO2 emissions. Shell Pernis, the first refinery in Rotterdam’s port area to provide residual heat, has devised systems to capture residual heat from the refinery site. Subsequently, the Port of Rotterdam Authority facilitates the integration of this heat into the existing heat network via Shell Pernis’s heat pipeline. Warmtebedrijf Rotterdam takes on responsibilities such as network connection, management, operation, maintenance, and heat distribution to local heat distributors. The ultimate aim is to contribute to cleaner energy products and a reduction in CO2 emissions. Remarkably, the port of Rotterdam holds the potential to offer residual heat to an extensive number of households and nearby greenhouse areas, further bolstering sustainability endeavours in the region.

The initiative focuses on utilizing unused heat from various industrial processes, including waste incineration and chemistry. Over time, these industrial processes will become more sustainable through electrification, energy efficiency improvements, and the use of hydrogen. This transition to cleaner processes ensures that the residual heat source remains sustainable. Furthermore, the production of CO2-free hydrogen is expected to become a significant heat source, predominantly from renewable sources, contributing to a greener and more efficient energy network.

Additional informations :

Residual heat from Shell keeps 16.000 households warm

A new heating system

Start of construction of heat pipeline between the port of Rotterdam and the Hague

Sustainable heat for the Hague and greenhouse horticulture region one step closer

ENERGY TRANSITION: Towards a CO2 neutral port

Strategy and research

A new energy system

Two infographic pdfs :

Containers infographic

Biomass infographic

In 2013, the Port of Rotterdam embarked on the construction of the first of several kilometres of pipeline, designed to collect the high-temperature industrial steam produced in industrial port areas.
