The site, on the banks of the Seine River, had been occupied by CEMEX since 1979, but it became obsolete over time and in 2009, the old unit was dismantled to provide space for the new plant. This newly constructed plant has adhered to the &ldquo;Haute Qualit&eacute; Environnementale&rdquo; (HQE, High Environmental Quality) standards, a French certification system for green buildings. Each silo in the plant has a dust filter and a supply security system to prevent any errors in the mixing of various types of cement. Moreover, the plant has reduced its footprint by two-thirds compared to the previous production unit. Given its site, the company and architects paid attention to the connection with the city. More than half of the area was left untouched in order to create two promenades, the first behind the quays and the other along the quays, to ensure continuity with the recreational amenities located in the port of the Gare. Additionally, both banks of the Seine will remain accessible to the public outside of the plant&rsquo;s working hours, and tour groups can visit the factory during scheduled hours.<\/p>\n<p dir=\"ltr\">At the end of 2009, CEMEX and other industries allocated in the Seine signed the &ldquo;<a href=\"https:\/\/www.batiactu.com\/edito\/sable-seine-2-grands-industriels-signent-charte-22043.php\">Sable in Seine 2<\/a>&rdquo; agreement to encourage the development of river transport for their activity. To achieve this, the Autonomous Port of Paris and manufacturers must improve the acceptability of ports, offer exemplary facilities, and address 5 themes: urban, architectural and landscape integration; cleanliness and maintenance of facilities; regulatory compliance of installations; prevention, treatment of pollution and nuisances; and communication and consultation.&nbsp;The plant is built on piles so as not to obstruct the view of the Seine. The concrete plant is also illuminated at night, adding to the visual beauty of the industrial facilities and docks while ensuring safety. Tolbiac is just one example of the principles of urban integration and shared usage adopted by the Ports of Paris at several of their sites.
