The sensors continuously analyse the ambient air in various parts of the port terminals and industrial or residential areas. E-Noses provide the port authority and industrial operators with a clearer picture of odours in and around the port zone and act as an early warning system to take measures when olfactory anomalies are detected. These anomalies can be caused by the chemicals stored or handled at the Port of Muuga. The eNose project is inspired by a similar initiative at the Port of Rotterdam (Netherlands) (Rotterdam (Netherlands): 250 sensors for a safer port – AIVP).

The data is processed and published hourly on the dedicated Estonian Environment Research Centre website. The annual reports of Tallinn port and the yearly dedicated air quality measurement reports published by the port authority show how effective those E-Noses are. The annual reports, starting from 2019, include the number of complaints received and the sources of these complaints identified by electronic noses. While the number of complaints was stagnant from 2019 to 2022, the E-Noses can detect that the origin of those air pollution measurements was not created by port activities but rather from other areas of the city and had travelled due to wind. Specifically, in 2019, the Environmental Inspectorate received 135 complaints about odour problems near Muuga Harbour. However, upon detailed analysis, it was determined that only 17 of these complaints could be directly attributed to activities at Muuga Harbour. It is important to note that odorous nuisances in the area can also be caused by other companies operating in the vicinity. In 2021, the port authority decided to reduce the number of E-Noses from 21 to 16 due to their effectiveness in strategic locations, as seen in Figure 2, which was taken from the 2021 annual air quality measurement report.

This successful project was a testament to the collaborative efforts of Estonia’s Centre for Environmental Research, Environment Agency, Ministry of the Environment, Environmental Inspectorate, the Port of Tallinn, and the operators present at the port of Muuga: Vopak E.O.S., Vesta Terminal Tallinn OU and Oiltanking Tallinn AS. The Port of Tallinn and the operators, recognising the importance of this initiative, provided 50% of the 120,000 euros in funding needed, with the remainder coming from the Environmental Investment Centre of Estonia.

Lastly, this utilisation of the E-Noses was part of the agreed implementation measures of the UN 2030 Agenda in Estonia, published by the Republic of Estonia, to create more sustainable cities and communities, Sustainable Development Goal 11 of the UN 2030 Agenda.

Additional information

Air Monitoring

Estonian environment research centre (in Estonian)

Tallinna Sadam – Annual report 2019 (pdf)

Tallinna Sadam – Annual report 2022 (pdf)

Tallinna Sadam – Annual report 2024 (pdf)

Õhukvaliteedi mõõtmised – Muuga sadamas 2021(in Estonian and English translated by DeepL) (pdf) (translated: Air quality measurements Port Muuga 2021)

Review of the implementation of the UN 2030 Agenda in Estonia (pdf)

Ye, Zhenyi, Yuan Liu, and Qiliang Li. ‘Recent Progress in Smart Electronic Nose Technologies Enabled with Machine Learning Methods’.
