In Guayaquil, given the deterioration of the area once occupied by port activities, it quickly became apparent that some dedicated operational structure was required to plan, develop, build, administer, fund, and maintain the future “Malecón Simón Bolívar” waterfront. In response, the Fundación Malecón 2000<\/a> was set up in 1997. Legally, the Foundation is a private, non-profit entity that brings together Guayaquil’s most diverse and representative institutions. Under a 99-year emphyteutic lease, Guayaquil granted the Foundation a concession for all Malecón’s land, over 17 hectares along the river. <\/span><\/p>\n

Two funding methods were established for this initiative. First, concessions were granted for the commercial operation of select private facilities, including retail outlets, restaurants, and an IMAX cinema, and more. Second, on October 15, 1997, a law was enacted allowing for a 25% tax deduction on donations or grants made by individuals or entities to projects developed by the Foundation from 1997 to 2002.<\/span><\/p>\n

This latter financial mechanism swiftly provided access to substantial private funding for immediate use in the project, even though the municipality’s initial contribution at that time was merely US$ 25,000. The number of private donors exceeded 47,000 by 2001, a testament to the strong public support for the initiative. With this injection of funds, the public areas, constituting 80% of the total project area, could be outfitted with high-quality materials and installations from the outset, particularly in terms of premium street furniture. It’s important to note that around 90% of the funds received by the Foundation were mandated for the implementation of projects, subject to rigorous supervision.<\/span><\/p>\n

The Malecón 2000 Foundation plays a central role in planning, overseeing, financing, and maintaining the development of Guayaquil’s Malecón and other crucial areas that contribute significantly to the city’s social, cultural, and economic progress. An integral part of this mission involves actively engaging citizens in the ongoing transformations happening in their surroundings.<\/span><\/p>\n
