After 80 years without maritime works, the lack of available coastal land for port activities and the substantial rise in goods transit mean that one of Chile’s main ports is now in urgent need of redevelopment. The port of Valparaíso Port Company (Empresa Portuaria Valparaíso) has therefore embarked on an announcement of a short and medium-term infrastructure project, which will promote a high degree of interaction with the city and its citizens within the port area.         <\/span><\/p>\n

This redevelopment project originated from a national competition that took place in October of 2018, inviting architects and engineers to propose a redesigned waterfront for the city of Valparaiso. In total, 72 projects were presented in the Paseo del Mar competition, and inhabitants of Valparaiso were asked to vote until January 15th, 2019, for the best project that would suit their community’s needs. The winning project was named the <\/span>‘Parque Báron’ project<\/span><\/a><\/span>, which was an outcome of the ‘City and Public Space’ workshop coordinated by the University of Valparaíso. The students and academic staff developing the project proposed solutions for regenerating a touristic and commercial waterfront area, as well as designing sustainable new infrastructures for port and logistics activities. <\/span><\/p>\n

The Parque Barón project consists of an urban park of around 11 hectares. It includes a series of recreational and cultural spaces: an esplanade, children’s playground, water games, green areas, skatepark, gardens, restrooms, administration and tourism office, and a container collection area. The project is intended for both the local inhabitants and tourists. Likewise, the project will turn the place into the main access to the waterfront of the city.<\/span><\/p>\n

About 90% of the design work, as well as the plans needed to expand the project and include an anti-tsunami infrastructure in the new waterfront, had already been concluded <\/span>in 2019<\/span><\/a><\/span>. The resiliency aspect was included after a Navy letter from 2012 resurfaced during the construction of the project, pointing out the vulnerability of the waterfront to any flooding and tsunamis. The information was picked up by the civil engineer of the project, Mauricio Reyes, and a board member of the Valparaíso University architecture faculty, Carolina Peñaloza, who promoted this extension and deemed it necessary. Due to the history of the country with earthquakes, the project’s infrastructure has taken the correct measures for a major earthquake in the area. Due to these new extension works and <\/span>archaeological finds<\/span><\/a><\/span> unearthed during the construction of the waterfront, the implementation was paused and resumed in December 2024, and was not completed in June 2022, as initially proposed. Such a waterfront would eventually revive the early Modern Era port culture of the port city of Valparaiso, a combination of American, British, French, and German settlers and became one of the most important ports in Chile in the 19th century.<\/span><\/p>\n
