They signed a Memorandum of Understanding, which led to the joint &#8220;Transnet eThekwini Municipality Planning Initiative&#8221; (TEMPI) in 2006. The initiative aimed to combine the objectives of the Master Plan for the port of Durban, developed by Transnet, the state body responsible for South Africa&#8217;s ports, with the Durban municipality&#8217;s development plans. The TEMPI program aims to create a decision-making framework based on a shared vision and mutual understanding of future development needs for the port and the city.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">The TEMPI programme has helped to foster stronger relations. While there are still areas of disagreement, the parties better understand the overall context, enabling them to work towards a mutually acceptable settlement. The programme has matured with time, and one of its projects, the Durban-Gauteng Freight Corridor, was recognised as one of the&nbsp;<\/span><span lang=\"EN-GB\"><a href=\"https:\/\/www.gov.za\/issues\/national-infrastructure-plan\" target=\"_blank\" rel=\"noopener\">Strategic Integrated Projects (SIPs)<\/a>&nbsp;of the South African government&rsquo;s national infrastructure plan in 2013.
